An HGV Safety Permit is a document issued by Transport for London that allows lorries over 12 tonnes to operate in Greater London. Without a valid permit, a vehicle can be stopped and fined. Since October 2024, permits require a minimum 3-star Direct Vision Standard rating or an approved Progressive Safe System fitted to the vehicle.
The permit scheme covers any vehicle over 12 tonnes GVW that enters the Greater London Authority boundary – not just central London. Operators from outside London still need permits for any vehicle that makes deliveries or collections in the area.
- Apply via TfL online portal – vehicles are assessed by their manufacturer DVS star rating
- 0-2 star vehicles – must fit a full Progressive Safe System (PSS) before a permit is granted
- 3-5 star vehicles – qualify directly without additional equipment
- Annual renewal – permits are not permanent, renewal required each year
- FORS connection – FORS Silver and Gold accreditation aligns with PSS requirements
